You can pay over the counter! Use your pesos even if the ticket is in USD!
How to do that? Book online for PAL promos via website www.philippineairlines.com. Then during the booking process and when you get to the Payment selection page, choose “CASH via Payment Center”. The next step will require you to fill-up the passenger details. At the end of the booking process, your ticket will be reserved.

You will be given a 16 digits reference number. Bring this PAL 16-digits number to the payment center, you will need this to pay for your ticket reservation made via online booking.
Puede bang mag cash payment pag ang ticket na-book sa website ng PAL? Yes, of course!!!
Kasali ba ang domestic flights and international flights for cash payment? Yes!
Can I pay my USD PAL tickets in 7 Eleven, Cebuana Lhuillier, Bayad Center, etc? Unfortunately based on our checking, you can’t. The Philippine Airlines tickets quoted in USD must be paid in USD too.
*Side Note: Other passengers have reported that what they do is contact the PAL reservation hotline, ask the staff how much is the fare in PHP using the current forex conversion of their reserved international ticket, and when they got the amount they will then go to payment centers like 7 Eleven and pay using peso, using the same 16-digits reference number. However, take note that our team has not personally tried this, so we can’t vouch for this. We strongly suggest that you follow the proper procedure.
Officially this is what passengers should do if the ticket is quoted in USD but one doesn’t have a USD, only PHP:
How then will I pay the Philippine Airlines international promo ticket that I’ve booked via online when the fare is quoted in US Dollar? Can I still pay this in payment centers? YES! But the payment center choices are limited to banks. Banks can convert your Philippine peso to US Dollars so you can pay for tickets reserved and on-hold through PAL online booking.
What are these banks which accepts payments for international flights in USD? These are the following:

Philippine National Bank
Union Bank of the Philippines
*When you get to the bank, speak with the customer service representative and inform that you are paying Philippine Airline tickets that is quoted in USD but what you have is peso. The CSR will know what to do in converting your PHP to USD.

Cash payment is perfect for those who doesn’t have a credit card or debit card, or simply for those who prefers paying things in cash.

Reminder to all our 1 Piso Fare readers:
For PAL Online Booking, the deadline of payment is on or before 11:45 PM of the same day of booking. So if you booked via website of Philippine Airlines at 7 PM, you must rush to the payment center that accepts payment for PAL ticket reservations before 11:45 PM on the same day!
After you successfully paid in full for your reserved ticket, monitor your email because PAL will send the E-ticket or confirmed flight itinerary receipt to your email within 48 hours. If 48 hours have passed and you haven’t receive a copy of the eTicket, call up the reservation hotline to follow-up.
