Hi Ernest, All promos of Cebu Pacific are approved by DTI and CAAP. Now, it is not the fault of the airline if you check their website too late when other passengers have already grabbed the sale tickets. Also, there is a SELLING PERIOD for every promo, first come, first serve basis, until sale ticket lasts or until booking/selling period ends, whichever comes first.
